EATON COUNTY SESC PERMIT MANAGEMENT SYSTEM

 

Spicer Group partnered with Eaton County to develop a comprehensive Soil Erosion and Sedimentation Control (SESC) Permit Management System that streamlines the entire permitting and inspection process. The system provides an online portal for the public to submit SESC permit applications directly, eliminating the need for manual submissions and improving communication between applicants and County staff.

Once an application is received, permitting officers can view the permit information in real time, review the details, and approve or deny the request. Approved permits are automatically assigned an active status, which triggers integration with a custom inspection application built using Survey123. This inspection tool displays only the permits due for inspection each week, prioritizing them based on upcoming inspection dates, priority level, and other key factors.

An accompanying online map viewer enhances efficiency by allowing staff to review and approve permits, generate permit forms and inspection reports, track transactions, and monitor upcoming permit expirations and renewals. The system also generates on-site permit documents and inspection reports for distribution to permit holders, particularly when violations are identified.

By combining ArcGIS tools with customized workflows, this permit management system gives Eaton County a centralized approach to managing its SESC permitting program from application to inspection.
