SAGINAW WATER TOWER

Spicer Group provided comprehensive engineering and construction management services for the City of Saginaw’s new 3-million-gallon elevated concrete composite water storage tank near the intersection of Webber and South Washington Avenue. The $15 million project was funded through a Drinking Water State Revolving Fund (DWSRF) American Rescue Plan (ARP) Grant.

Spicer Group managed the DWSRF financial application process and oversaw all phases of design, permitting, and construction. The team coordinated multiple subcontractors, monitored construction progress, and provided full-time onsite observation to ensure quality control and adherence to project specifications. The tank features an auger cast-in-place deep foundation, dual 36-inch risers, flow meters and valving, a mechanical mixer, SCADA controls, and an 84-inch access tube. Supporting systems include electrical, mechanical, and HVAC components, a finished first floor, an onsite natural gas generator, and site security improvements.

The soon-to-be-complete 160-foot structure will provide reliable water storage and backup supply for more than 170,000 customers across mid-Michigan communities in the event of a power outage.
