HANCOCK PARKING STRUCTURE REHABILITATION

Spicer Group provided engineering design and is still providing construction administration services for the rehabilitation of the Hancock Parking Structure and the combined sewer overflow (CSO) basin located beneath it at 196 Court Street in downtown Saginaw. The project involved significant structural, mechanical, and electrical improvements to extend the life of the facility and ensure continued functionality of the CSO system.

Spicer’s team designed repairs to deteriorated concrete and masonry on all levels of the structure, including full replacement of the top-level hollow-core slabs and concrete topping. Additional improvements included column and beam restoration, concrete coatings, epoxy surfacing, and installation of a new parking island and gate system.


Mechanical and electrical upgrades included replacement of ductwork, storm piping, fire suppression components, exhaust fans, lighting, gas detection systems, and integration of new equipment with the City’s SCADA network.

Throughout construction, Spicer Group continues to provide oversight and coordination with the City and contractors, ensuring safe site access, proper sequencing, and quality control for all structural, mechanical, and electrical rehabilitation work.
