Saginaw Lead Service Line Replacements

Spicer Group is assisting the City of Saginaw with professional engineering services for its lead service line replacement program, funded in part through the Drinking Water State Revolving Fund (DWSRF). Services include project design, bidding assistance, and construction administration to support the City’s long-term efforts to improve drinking water infrastructure and public health.

The City of Saginaw has approximately 30,000 water service lines, with an estimated 12,000 requiring lead service line replacements. The replacement program is expected to span 20 to 25 years. The City’s plan prioritizes the replacement of lead service lines first, followed by galvanized lines. Copper service lines may also be replaced if necessary. Under the current policy, the City will replace any water service line 2 inches or smaller in diameter one time during the 20- to 25-year period to ensure fair use of the funding across all neighborhoods.

Additionally, Spicer Group supported the City in administering a $963,000 Michigan EGLE Pilot Drinking Water Grant. This grant allowed for emergency lead service line replacements. It also funded the verification of pipe materials and review of existing records to help build a more complete and accurate inventory.
