Phil Westmoreland, PE, is an Executive Vice President of Spicer Group and leads our team with resilience and integrity. He graduated from Michigan Technological University with a bachelor’s degree in civil engineering and has spent the past 30 years overseeing municipal infrastructure and public improvement projects, including water distribution, wastewater collection, storm water management, road reconstruction and pavement maintenance. His experience and knowledge include a deep understanding of the complexities of public infrastructure, the importance of regulatory compliance, and the need for effective collaboration between technical teams and civic leadership to deliver sustainable, community-focused solutions.
