ST. CHARLES DRINKING WATER SERVICE LINE INVENTORY AND REPLACEMENT
The Village of St. Charles began enhancing its water infrastructure planning in 2017 completing a Water Asset Management Plan to implement capital improvement projects within the Village as they were experiencing a substantial amount of water main breaks yearly within their system. The water asset management plan was completed along side the Village’s Stormwater, Asset Management, and Wastewater (SAW) Grant and Streets Asset Management Plan Spicer Group assisted the Village in securing funding for. In tandem, we helped St. Charles create a foundational asset management plan for its wastewater, storm water, local streets, and water distribution system. When the State of Michigan and Federal mandates later required service line material inventory requirements, St. Charles again partnered with Spicer Group to apply for and implement a Drinking Water Asset Management Grant and further provided assistance recent Technical, Managerial and Financial Grant.
The Village has implemented the capital improvement plan and to date has replaced over 2 miles of water main and 170 water services within system. Through this most recent effort, Spicer Group provided technical expertise to build and expand the Village’s GIS-based asset management tools. We used ESRI’s ArcGIS Pro, Field Maps, and Survey123 to support field data collection and map integration, helping the Village locate, inspect, and document materials in their water system. This approach allows for better decision-making on lead service line replacement and long-term infrastructure investments. Spicer’s grant writing, field support, and data management services continue to help St. Charles meet regulatory deadlines and plan for the future with confidence.
